i am looking for a rust server restart script what will restart the server 4 times a day and then launch the server after restarting.

You can use plugins for that, like Smooth Restart.

Plugins and the server itself cannot start it, you'd need to use an external script or program to handle that part. You can see an example .bat or .sh that handle that here: https://github.com/theumod/uMod.Rust/tree/develop/resources
