I'm an administrator. Why can't I get anything from F1?

Sounds like you either aren't administrator (ownerid or moderatorid) else you have a plugin such as Give overriding permissions for item giving.

You can use easy tool to change admin-status - https://umod.org/plugins/convert-status. It tells you on changing will you be administrator or not.
