So when i first attempted to connect to the server, the rental website i got the server from gave me a password and It allowed for me to connect for the first time. After that it wouldnt let me connect and I then tried to change the password, now since the first time I can not connect to the server. 
It gave me this error and I can send what ever other error would come up or anything. The server hosting website is scalacube and they told me i should "Reinstall the server" the thing is that would change the IP and I currently have a small playerbase and I do not want to loose that. 

That means the password for RCON is incorrect.

Is there anyway to change the password manually because ive changed it several times and it has not still worked. Anything else i could be doing wrong or no

The RCON password can only be set via the server command-line while the server is offline. Some hosts provide a panel option to change that.

Wulf sorry for the trouble but i changed the password and im getting the same error. Is there anyway u can give me an example of what to put in the server command line and where the server command line would be located on there server. Is that the server.cfg in the server identity directory? If u can, do you mind putting a example of what the password line should look like thank you.

You're looking for the start.bat. it might be "Configuration Editor" if your host has this option. No special characters.

Getting rcon set up can be a pain sometimes.

Nah, that's the server.cfg. That runs after the start.bat. you may not be able to access this part. Hosts often set the rcon to your control panel password.

Im using FTP to try to access the Start.bat but i guess its not working what should i do to try to change the password if I cant do it manually from the files and when i do it from the server control panel from the host i dont know if its actually reseting

If you have access to Rust_Dedicated then somewhere else you might have access to the start.bat.
I'd recommend just opening a support ticket with your host, they'll probably resolve this pretty quickly.

If you are using a paid hosting provider, you wouldn't be messing with a .bat at all; they generally provide a control panel for this. If the password isn't setting properly though, you'd need to contact them.

Low ms is good for this.

They legit said "we can't help u" and "you need to reinstall the server" and I got pissed cuz they made it seem like my problem @ryanfromrust
