Okay, so i have been trying something with the npcs.
For what it seems like scientists from the military tunnels and the new cargo ship do not count as npcs
and cannot be used for stuff like "OnNpcTargetPlayer"

You are correct.  Some of the developers (@Steenamaroo, @nivex) in the community have taken it upon themselves to help us identify a suitable location to hook the new npc behavior.  Once found and tested, if possible, uMod will be updated.
