thank you for help. but can you say why xeon e7 8870 is not ok for gaming? becasue i have 4 cpu. 40core and 80 thread. that every core has 2.8MH frequency in turbo mod. i think these 4 cpu is more stronger than 9900k. you can see it in benchmark. this night i will set

8GB of RAM is definitely enough for 2 servers, both of those are 3750 map size.
yes i think so. becasue now i have 1gb free ram in task manager. but i will set my vps ram to 16GB for test.

And running 4 of them might be worse than just one, this is a single-threaded application.

every cpu has 8 slot of ram. every slot can handle 32gb of ddr3 ram. so i have 32slot ram and server can handle 1t ram. this is setting that i used for rust vps in wmvare for cpu:
number of virtual sockets: 2
number of cores per socket: 4
you re telling me that i have to set virtual socket at 1 and core per socket to 8?? if yes, i can test it. 

Rust is single-threaded, so if you're using all cores then it is fast, but rust uses only one thread and it is much worse than even one core of 9900k I suppose.

yes you say right. it seem just one single core is using and almost full. but what can i do?! its just with 7 player! i dont think that servers with 400 player are using just one core of their cpu! its not possible! so what?!
a 6700k would be many many times better than four E7-8870.
you are running your CPUs with dual-channel ram when they support quad-channel, use only one CPU if your motherboard supports booting with less than 4 CPUs.
Get a smaller map and etc or a better CPU

Well with really high online a few threads may be used by unity mono etc. But still rust itself is single threaded and most of it uses only one thread. So it's only noticeable when you have really high online and it won't make any real difference between 4 threads and 32 even with high online. So for a usual server 1-2 threads is usually enough, for high pop ones it should be up to ~4. But still won't really help in your case - single core performance is quite poor.

you should set process affinity, its not related to rust but your os etc i suppose.

Rust uses 3 cores at best, but mostly focuses on one core. We have 9900k OC with 4 cores reserved for it and NVME SSD and no issues at 250 pop other than the random Rust game issues.

Rust is heavy game to host and play, you need fast gaming cpu with high clock for optimal performance. Don't use the core that system is using.
