When I try to update Oxide it just tells me that it cannot access the RustDedicated file because it is being used in another program. No idea how this is even possible with everything shut down

There hasn't been any updates today. That error also is unrelated to Oxide; it would imply you have a server running.

It must be a problem on the server hosters end then

Just checks the oxide logs and the last thing I see is a whole bunch of spammed

That error would imply that the compiler is either missing or not accessible. The compiler is downloaded automatically on server startf if missing.
