Im hosting 3 rust servers on the same i7 4770k processor. Could that maybe be the issue? even though 2 of them are mostly empty.

Are they all using the same cores? If so, yes. I'd set them to each use 2 different cores. They would be competing for the usage of those CPU cores otherwise.

Since then I have upgraded my server multiple times, currently running an Ryzen 9 5900x with NVMe drives. never had an issue since. I also didnt use affinity preset on my applications back then, which may perhaps could of have been the issue, however I'm not sure.

Judging by my own experiences I would say that "Packet Flooding: Player Tick" is simply caused by an overloaded/struggling CPU, not by any particular plugin or config.

You will get that problem if you reload EntityReducer plugin when you have players online, but in most cases it is when the internet slows down (for me that is) as i use a hosted server,
