Not sure how but this addon prevents the restart command from restarting, just kicks players and then nothing.

The "restart" command in Rust is not actually a restart, it is a timed shutdown. This plugin would not be causing it to not work, you would need an external tool to actually start the server after restart/quit/etc. have been performed.

it shutsdown on a timer if I remove the addon. But with addon it's just not shutting down/ restarting, doesn't start the unload process after kicking players.

That sounds a bit odd, but I don't see anything in this plugin that would cause it

Yeah it's not the plugin, had a bad config. somehow it survived. I thought I had deleted all and it persisted lol
Thought it was running default.. 

I recommend using GUIAnnouncements for restarts as gives option to announce times and countdown :)
