How to restrict moderators from commands which can break my server, like: noclip, debug, give items, ban, godmode..
All i want is, they can mute/unmute, kick and some other basic commands.

Don't give the player moderatorid or ownerid access and use plugins instead. Plugins for kicking, muting, banning, etc. can be found under the Plugins section.
