Hey is there a way you can add a filter to filter the plugins that are safe to use for vanilla server owners to leave them in the community category of the server listing?

You can use "Nothing that adjusts gameplay" according to Facepunch.
So only plugins for Admin use such as:
- Godmode
- Vanish
- AdminRadar
- Prod
- Remove
- Logger
- DontTargetMe
- BuildingGrades
- MasterKey
- Telekinesis
- PrivateMessages
A handy way to know what "Admin use" plugins there are just check if it has permissions. Then set the permission to authlevel 2 which means only an admin can use it.

Telekinesis allows players to move/rotate entities without picking them up.
Most likely he uses telekinesis only for admins. Plugins that DO NOT alter gameplay and DO NOT alter any UI are allowed. Admin tools are allowed. You can notify players but can't prevent them from doing something. That's it.
