I'm new to the modding of rust, all the mods are downloading as word documents. and in my command prompt its saying command not found! what am i doing wrong???

Did you even loaded the plugin on your server and on the plugin folder and not on de data or config folder otherways it isn't working, so lets say you've to put the NoGivenNotivication.cs inside the plugin folder otherways it won't even work 

i put it in the plugin folder thats inside mu oxide folder

We got it solved. Turns out the server quick start package on facepunches page is so old that it couldnt update to the newest version. We used Rustifieds instructions and got him set up with a server and oxide working!
