Hi. I am the owner of the server, I would like to have a map but without Oil Rigs. They are very op and the server dies after one day. Is there any plugin or option to remove from map. Or increase the amount of NPC life. ?

You should check out the custom maps on RustiO website and see if there any without oil rigs, the only problem with "generated" maps is that they are not "live" so will not show your position, but you will still have the game generated one.
It doesn't look like there are any hooks for the monument classes, but it also looks like it would be pretty easy to add some and prevent certain monuments from being spawned.
Generate map -> run RustEdit -> remove oil rigs -> save map -> load that map to the server
