i have the latest BetterChat plugin but i remember that with the old version you could use symbols like ★ and now i always get questions marks i tried different unicodes no result any solution?

Nope they removed it just like how they removed the ability to craft 9999 ammounts of something because they hate modded
Rust no longer supports most symbols; it isn't really related to Better Chat or any plugin.
I play on modded servers that show chinese/russian/foreign characters on player's names or player's chat messages, but not on my dedicated server. It's a pain trying to /tpr to someone with a russian name, for ex. What do these other modded servers use to display foreign characters on chat and names?

Whenever a player with a foreign name joins my server I only see question marks.
