the convar minicopter.outsidedecayminutes doesn't work, because whoever wrote the code for minicopter decay just copypasted the code from the hotairballoon and forgot to change the variable used.

so if you want to change your minicopter decay, you need to set hotairballoon.outsidedecayminutes instead.
