Im using kits plugin and image library when making kits its and inspecting kit getting timeout 

Have never seen this problem, Rust kits has to use Image Library and since the last update of Image Library all but 1 of my "error loading image" images has been resolved, The only effect that had was it would not show the correct image in the GUI but would appear with no problems in the game and inventory,
Try reloading Kits plugin and check you have the latest Image Library (i would unload and reload anyway)
