When trying to use the /kit give command, it displays "The kit {0} does not exist".
The format I use is "/kit give player kitname" This happens only if giving a kit to another player. 
When using the /kit give command on myself, it gives a kit but not the correct kit. For example, typing "/kit give lilciv Starter" returns "You have given lilciv the kit lilciv".

I thought it might be because you did  not have the "Give" permissions granted , But i checked and although i have all the give permissions including "give kit" i encountered the same problems with Kits.admin enabled and had the same response you have listed above,
