Whenver i would try to assign a permission, i would use oxide.grant <user or group> <name or steam id> <permission>.
 but that didnt work and it wont let me use the rust kits plug in at all. it keeps saying that the permission is wrong. and that there was an unknown command

That generally means the plugin is not loaded. Make sure you are using this Rust, and check your oxide/logs for errors.
