uMod - Auto kits do not always work - Rust Kits

I realized that some players sometimes dont get the autokit that they should be given when they die and respawn.
It's weird. Most of the time they get it, even me, I never experienced this for myself.
But by watching other players respawn I saw that they sometimes are naked and didn't get the kit.
Does anyone know why?

I just watched it happening again with another player.
Is this related to the time between deaths?
Cause when he first died, he respawned with the kit but he died 2 times more then very shortly and in both cases he was nude with a stone.

To be honest, I just realized that this is a good thing because people won't let themselves die all the time when in combat to get that kit again and the pistol and ammo thats in it.
I guess I like it that way. :D I was just wondering.

That is what usually happens if you have a cooldown, i have not encountered it without one,
