Add the ability to set different speeds depending on permissions.

This idea has been asked for for over 3+ years. Some of the best plugins are free. Of those that are free, only a handful listen to player feedback. It's so incredibly lame.

I should mention I guess, that I donate regularily to free plugin creators, and have an absurd amount of premium ones. I'm not griping about expecting free stuff. Just, would be nice to get some support for this stuff.
