So is 1 the normal rate and .5 is twice as fast, .25 is faster?
...OR...
Is 1 normal speed, 2 is double, 3 is triple, 4 is more?

its not rate, it's seconds. vanilla recycle rate is 5 seconds.

Going to bump this because of what he asked.  with 1 being the default option, whats the proportionate value for 2? How much faster does it go? Double? Etc.

5 seconds cycle is vanilla, 2x speed would be 2.5 seconds.

You did answer the question, but why not say something like this in the documentation page...

1 = normal speed = 5 seconds to grind 1 stop sign
2 = twice as fast = 2.5 seconds to grind 1 stop sign
5 = 5X as fast = 1 seconds to grind 1 stop sign
to make the recycling take longer do the reverse.
.5 = half speed recycling = 10 seconds to grind 1 stop sign.

Assuming that item actually grinds in that time, it was an example.
