I have tried everything I know on how to get NPC's to spawn.
Is this not possible with the free version?
How much is the paid version and what is the difference?

hi, they are available in free version.. npcs will only spawn if the navmesh is enabled, and they can only spawn on the navmesh itself. otherwise the server will kill them. they will not spawn near bodies of water if it's too deep, but they can wander into deep water in which case they will be killed. they will not spawn if they're disabled in a profile. NPCs > Enabled > true would enable them. there must be an amount of them set to spawn as well. these settings are enabled by default.

premium version has 5 difficulties, player lockouts, ability to buy raids using economics, server rewards and next update using custom currencies such as scrap or whatever you configure it to. it has an advanced ranked ladder. items also have weights in next update. next update will be released in a day or two.

I have everything enabled but they still will not spawn.

if they are not spawning then there is something that isn't enabled, or some other plugin is killing them
