Is there any way somebody could send me a simpel configed file for it? Just where bases spawn every 15 minutes no npc's run around the map, justr bases with npc's?

Just take a look at the YouTube tutorial that srtbull posted - he goes very in-depth on how to get yourself going. It's not a fast mod to configure but with time and patience you will get there.
