"Quest vendor on delivery" explanation?

What does this do? I dont really understand that. Can you explain me?
I created a npc and made him a quest vendor, now i can press e but nothing happening!

same thing like me a can't finalise the setup beetween npc to create quest vendor no prob but when i try to write quest item to finalise the setup nothing happens....

I think the chat interface has changed. Still haven't figured out a way to make this work. Also, I can't figure out how to delete quest vendors. So they just sit on the map, broken.
