Do you have the Slap plugin installed? I would need more details, your configuration, etc.

yes, i have installed slap plugin , i can slap people  with comman slap name. but not slap when i shoot people with punish plugin

It isn't for damage, only for killing them at the moment.

There isn't damage for killing players, only the punishments as shown in the configuration.
