I turned off the powerless electronics all permission and individually turned some on and some not on the siren lights still stayed on even when the permission is not give and no there is no other groups with the permission?

If the plugin turns on an entity, it has to be turned off manually. Unloading the plugin or revoking permission will not turn off any entities.
