So basically change ruler automatically every 10 minutes, or change ruler if current ruler has been in the same radius for 10 minutes?

they could always blow in his base and kill him - with him being the ruler and taxing the players that certainly gives you the incentive to raid the base
be serious now - how easy do u want the plugin to be.

please just make it a config option so people can decide how long they want the ruler to last before its swapped to another player.
