Sort of defeats the purpose of having a ruler in the first place.

At the current time, he will remain the ruler for an hour, and then be handed over to someone else. This is to help for when players accidentally disconnect etc, however I will make this configurable.
You can set this in v0.7.0, change chooseNewRulerOnDisconnectMinutes to 1
