Should be able to see where the ruler is :) like map or cmd

Bump and a config for settings like map refresh rate, max tax allowed and clan intergration where the whole clan is ruler until one is killed, moving the ruler more often around big groups. :)

I can make this a feature for the next release.

@Deflaxz this is now resolved, by emitting a msg to the console of the rulers location. 

Had a user on my server ask for almost the same thing but the ruler asked if they would have to purchase with metal or scrap to see him/her it costs him/her 1000 for a chopper what about setting for free or a small cost
then deeper if someone pays to see and the ruler gets killed they get all of the scrap from the payments
