Prevent non-entity owner from unplugging wiring Rust

Hello all, I am looking for a plugin that would prevent a player from unplugging a wire they didn't place. This would be for RP builds with shared TC access, players should be able to plug in to open nodes but not unplug things that have already been wired if they didn't originally place them. Would be willing to pay someone to develop this for me.
