Looking for a plugin that shows a health meter (mimics their actual health meter at the bottom right of their screen) that shows above the heads of players, scientists/bots, and animals when you get close enough.

Don't think this is something server-side mods can do. Sounds like a client-side blueprint modification which is outside of the scope of uMod/Oxide. :I
