Is there any plugin to block players with too many hours , like over 2k hours, to connect servers for new players (noobs)?

check SteamCheck plugin

doesnt have that option, only the required hours to play on server, not the option to not allow people with x hours to connect

No estimation at this point, but if another developer would like to actually maintain it, they can let me know. I haven't really had time to look deeply at this plugin, but ultimately I'd likely end up re-writing it.
