Maybe someone can make plugin to remove temporary both oil rigs?
While plugin is removed/disabled oil rigs would come back.

Well oil rig can't be disabled. You can create a zone on it to preventing players come nearby

Maybe load the desired procedural map in rustedit, remove the oil-rig manually and export the map. Then load the custom map on the server

It will have to be repeated with each wipe, but it is the cleanest way to have a server without oil rig in my opinion
