Is there any plugin that works player alert. I mean, when someone acts outrageously or non-cultural that Admin can alert that player so everyone sees that player has an alert.

You could type a warning into RCON so the message shows as "SERVER Warning Player XXXX for Behavior"

GUI Announcements would be once example.
