Is there a way to 'mark' other players and AI (scientists, bots, etc) when focusing on them like that which is done in Far Cry? (see link for example)

Would be sweet if we had to use binoculars to do so, too.  Might be a plugin already made for this, though I can't seem to find one.

I thought it was hard enough for single players on servers with large clans to survive, with the system you want they would stand no chance at all.
