New player commands: /playerext and /playerfull with there own permissions.

/playersext has all online and offline players since XXX hrs XXX is in config.  Maybe even /players ext NN (nn = hours)

/playersfull has all online and offline players or maybe /players full

Sample /playersfull:

PlayersList: Armadillo (3.3 hrs), JuJuBean (2.9 hrs), FrankDelaney (7.1 hrs)
PlayerListOffline: ArtOfDecay (Last 10/20 @3pm), EricNova (Last 10/29 @ 1am)
