I installed Radtown Animals plugin and set config for that plugin to spawn various NPC's at different monuments. I then installed Plagued Murderers plugin with default config. I restarted my server and no NPC's spawn anywhere other that Outpost and Bandit town.

This plugin doesn't change any other NPCs or their spawning other than originally Murderers and Scarecrows.
