If you have other pluigins that have anything to do with Bradleys, they can prevent it from spawning, example Automated Events

would i need to remove AutomatedEvents if i wanted him to spawn with the paratroopers?

It overrides it all, as it limits the number of Bradleys, or Cargo Planes, or Helis on a map at any time.
