I am unable to see them anywhere in-game besides in monuments etc. And yes I granted access to all users, I don't see them in crafting menu nor' in any crates, I have run across please help me if you know the answer to this! Also for those of you who are wondering I have access as stated but also restarted the plugin as well my doing oxide.reload 

There is a function of hitting a quarry hole with a pickaxe that grants one, otherwise the only other way is through adding them into the loot tables yourself with your choice of loot plugin, or through giving it to yourself or other players.
