does the default group need permission? i'm having a hard time actaully placing them i can find the oil and can never get the build outline to turn blue and lock for placement. i've tried with admin and default group permissions and no luck :( any help would be appreciated , current build and oxide installed

The plugin currently works in a way that regular quarries have the ability to have a oil source.

During testing, I found that pump jacks will refuse to place if it's not on a oil source. Which is what I am currently unable to recreate.

I'm working towards everything though.

thanks for the info but i did find oil but was still unable to place? i'll to run the refill/regenerate command once i get home to further test this, trying to place with both admin and player base with no luck.

I'll quickly do a more detailed explaination. Was in a hurry as I had to leave for work.

The pump jack doesn't place on a regular crater created by a survey charge. Rather, it has it's own prefab it has to go on.

That's because it's not spawning at the current moment. It's a known bug. 

I took a step away from Rust for a bit, so if anyone would like to take this over you're more than free to. 
I may be able to provide an update or two soon.
