hi, if they don't have permission then it would have to be a different plugin such as raidablebases.mapteleport or some other plugin. 

I would look at the permissions for a specific player instead of default group. you can see where they are inheriting it from if you click INHERIT when you see it in the Permissions Manager plugin

yup, you were right. raidable bases was the issue. thank you for pointing me in the right direction. again :)
