How do I make it so players can't use predictable names for homes, its an expoit right now on my server and its making it hard to prevent hacking.

Depends on what you mean by predictable ?, and surely players will get smart enough to name their bases with unique names after they get raided , Also your settings should make it impossible for players to tp in or out of cupboard protected bases (?)
I fixed that after fiddling with it, but my plyayers are stupid sometimes.

Well its not solved yet, if your answer is to say... you trust players not to be stupid, then I will hit solve and I'll have to inform my players not to be dumb.
The other option is that you might have a fix for it that I haven't thought of yet or tell me that you'll think about it and add something to the next update of your plugin and I'll agree and hit solve.
While I appreciate the flexibility that the current setup provides for administrators, I believe it would be better if the system was more straightforward. In my experience, having too many options made it harder for us to understand which permissions to choose, especially since there are similar options available both in the configuration and the permissions manager. You need to include two permissions that set it and forget it, like just ADMIN and Default, they can be at top and easy to click and forget.
What do ya think, did you want to help me out further or just send me on my way? Players are Dumb!

Still include Vip/Default cooldown and use settings.
Make it so defaults don't get anything they shouldn't.

I dont have a fix (not my plugin) but I have no problems using config or permissions, I just dont give default ANY of the admin permissions and that solves most of the anticipated problems,
If you stop players being able to tp in/out of protected bases the knowledge/guess of an anothers players basename will be of no use to them, If players use codelocks and install turrets/flame turrets in their bases that will also solve problems.
In my experience following the documentation logically usually reduces errors, the only permissions i grant are
nteleportation.home - /home, /sethome, /removehome
nteleportation.tpb - /tpb return to last position
nteleportation.tpr - /tpr request tp to you
nteleportation.tpa - /tpa accept tp to you
nteleportation.tphome - /home tp and /tphome
As i have a max of 10-20 homes per player depending on rank per day as FP has increased the monuments tenfold over the years which enables players to /sethome at most of the main monuments (i dont require foundation check) , As i use a Bot program that creates bots at each monument they have to be careful where they place the "home" and of course there is the "no build" zone around monuments so that they cannot set a home too close,
your question is not clear. what is this exploit and how are they using it?
from the sounds of it you've given players an admin permission
permissions are listed in the documentation as pookins has stated
if you do not see a permission listed then don't grant it without asking what it is generally a good rule of thumb
i cannot use 1 permission for everything. that simply would not work for the majority of servers that spread permissions out beyond the default group
best to read each permission and grant accordingly to your default or vip groups
