There are a lot of reports of the cave not working with NTele. It could just be map specific, in some cases.

Players have already built up the caves, wipe in 20 days! They cannot be checked in, since there are no exits, they are just TP home

If you wanted to....    Go invisible and create a zone over their cave base  /zone_add  /zone radius 35 radiation 2 nooventoggle true nobuild true

But you should be good for in the future, though.
