I uploaded the plugin to my server and now I can not open fuel tanks of mini copter or boat or I can not use them even with the permission.

Update: When you give the permission, you can drive boats or minicopters but only for couple seconds because the plugin adds only 1 Low Grade Fuel to the tank. It should be unlimited or 10000 (IF LGF does not drop when you destroy the vehicle. Otherweis players will get in to vehicle and destroy it and get X amouth of LGF.

Well, laggy servers/updating must be different on our servers espiecally because mine is Local. I have fixed this issue.

I just downloaded the plugin today and it is not working without Permission. Now it is working with permission, that was my fault. But without permission, it is not working. I can not open a fuel tank of copter or boat. 

You aren't supposed to open it, the permission is for the no fuel. If you open it you will get all of the lowgrade.

But I want to add this plugin to server shop so players can buy this "NoFuel" from shop with Economics money.

If there is a permission to use vehicles without fuel, players should be able to put their own fuels. With this plugin you don't need permission if you don't want to stop everyone using vehicles. "Fuel Free Vehicles" should be able for VIPs or shop. 

I want players to use their own Low Grade Fuel to use vehicles, if they don't have the permission. If they want to use vehicles without Low Grade fuel, they should buy it from Server Rewards shop.

So you want players who don't have permission to be able to put their own lowgrade in? If so, I updated for that.
