There is a new(ish) plugin called NPC Raiders, unfortunately it's not on uMod so I can't link it, but the dev says:

Will NPC raiders still work if we have NoRaid (umod) enabled?

Currently no as noraid does not have any hooks to allow me to bypass it.

... so any chance you could add a hook?
