Default: Server install location > oxide > plugins
May be somewhere else depending on your host setup, so I'd suggest checking with them if using one, else make sure you have Oxide install anad have started the server once with it.

when I type in the console oxide.version it says

Oxide.Rust Version: 2.0.4223
but in the installation folder of the rust server there is no oxide folder. I downloaded umod which gave me a file called Oxide.Rust.zip
pasted that in the rust installation folder booted up the server (which btw is a dedicated windows server with full access to filesystem)
done all that again and now there is a oxide folder, man thank you very much you made my day sir!!

Unless you set +oxide.directory in your startup, there'd be a folder called oxide where RustDedicated.exe is located.
