I keep failing after following "parachute" on youtube. Using filezilla, I drag the download to the plugin folder its cs. Then I click on config and it's still a cs file. What am I missing? Thanks in advance for the correct procedure.

The plugins are .cs files, and are always placed under oxide/plugins. This plugin has no configuration file.
