Hello there, I Installed No Give Notices, Now when I have removed it, it still doesn't show in chat the give notices. How can i "activate" the give notices again?

o.unload NoGiveNotices

If it's still blocking the give notices, make sure the NoGiveNotices.cs is deleted out of the Plugins folder and just restart your server.

If the plugin is actually unloaded or removed, then there is another plugin handling them.

Thanks. it was the give plugin blocking it. Any possibility to remove permissions for moderators to spawn in items? or block it with a plugin? 

The Give plugin handles giving with permissions.
