BlockWho is on "everyone": true
BlockExcept is on "clan", "friends" and "owner": true

If I raid a base with a clan mate he doesn't get raidblocked if I shoot.
Is this because of the excepts?
I turned the excepts to true to prevent raidblocks if we shoot on our own walls because that's annoying.
