I appreciate the hard work also, but honestly, it was broken as to people being able to teleport when they didn't have access to their TC anymore, but now that it is fixed I really appreciate the hard work and dedication to the plugin. Thanks RFC1920.
I didn't say anything different. There are use cases where it never mattered.
So, I am still able to place a foundation anywhere and set a home and teleport to it.

If you have building privilege and can place a foundation, it is expected that you can sethome as well. I remember it working like that well before I took over here.
It once worked for me that way that players had to have a cupboard to set a home and teleport to it.
Just placing a foundation somewhere wasn't enough.
But this doesn't work anymore.
Any idea why?
