Players can still TP when they are not authorized on TCFixed
What I received was incomplete.  There is still a function call or two that don't match the function, so it failed to run when I patched locally.

Im sorry but the problem in your version is a lot deeper than in our version, thought it would be a easy fix here but there are a lot more factors.

Well I guess I'll have to find another Teleport plugin :(

You can't he doesn't share his forked plugins. I am having a custom one done because this one is broken.
To say that it is broken is a bit of an overstatement.  I agree that this particular part of the code, which affects only a portion of the user base, is logically deficient.  The bulk of the code is working.  I would welcome a complete fix if anyone has it to offer from a non-paid plugin.

After having enabled DEBUG, I can follow what is actually happening.  Nearing a fix.

Fix has been applied to 1.0.67 and is hopefully correct.  It's not fun for the impatient when the dev has a life which intervenes.  Sorry for the delay.
You don't have to feel sorry. I wouldn't call this "broken" too.
It's just an issue and problems with plugins occur every now and then cause it's Rust. :)
I am very thankful for your work and especially for the fact that you do take your time to fix problems.

Thanks.  Honestly, I almost exclusively play PVE and have been more concerned with TruePVE and NoDecay.  The cupboard work came from NoDecay and it's possible that the error here does not come into play in that plugin.
